Luke Talian is a U.S. Army Civil Affairs officer with assignments across the United States and deployments to the Arabian Peninsula. He holds a degree in Music Performance from Longwood University and commissioned through Officer Candidate School in 2013. Currently a Public Policy candidate at Duke University’s Sanford School, he focuses on national security and foreign policy, with an interest in applying analytical skills to complex policy challenges worldwide.
Inter Populum: The Journal of Irregular Warfare and Special Operations is seeking book reviews on published works relevant to special operations, irregular warfare, and strategic competition. We welcome reviews of theoretical, historical, operational, or policy-oriented books with a regional or global focus.
Reviews should:
Summarize the book’s purpose, structure, and key arguments
Provide brief author background
Identify the intended audience
Offer a thoughtful, balanced critique
